面对特大旱灾,在党中央、国务院的正确领导下,云南省委、省政府团结带领各族干部群众紧紧围绕“抗大旱、保民生、抓春耕、促发展”的思路,打了一场声势浩大的攻坚战。2009年10月至2010年6月,云南省发生了百年一遇的特大干旱。这次旱情出现时间早、持续时间长、波及面广、危害程度深,历史罕见。旱情最重时,全省河道平均来水量较常年整体偏少42%,736条中小河流断流;平均降水量偏少一48%,打破云南省有气象记录以来的历史最少纪录:全省125个气象监测站有120站出现重旱以上等级,有111站达到特旱。特大旱情导致全省50%的人口受灾,近千万人饮水
