2008年是奥运年,也是我国改革开放30周年纪念之年。新的形势对煤炭工业企业安全生产提出了更高的要求和更重大的使命。党和国家领导人把煤矿生产安全提到坚持科学发展观、维护社会稳定、对国家和人民负责的高度,作出了明确的指示。国务院总理温家宝在政府工作报告中指出,要强化安全生产工作,健全安全监管机制,落实安全生产责任制,加强安全生产法制建设。国务院副总理张德江多次强调,要增强煤炭安全生产工作的责任感、紧迫感,切实抓好煤矿安全生产百日督查专项行动和隐患排查治理,巩固发展瓦斯治理和整顿关闭两个攻坚战成果,加大对安全生产事故和违法违规行为的查处力度,有效防范遏制重特大煤矿事故的发生。为了把思想和行动统一到党中央、国务院对当前安全生产工作的部署上来,国家安全生产监管总局连日召开座谈会、视频会,深入贯彻,逐级落实煤矿安全生产监管监察。本期就国家安全监管部门对加强煤矿安全生产的政策导向,深化安全隐患排查治理,开展“百日安全督查专项行动”的工作部署,进行专题报道,以配合形势,加强舆论服务。

Premier Wen Jiabao of the State Council pointed out in his government work report that it is necessary to strengthen safety work, improve the safety supervision mechanism, implement the safety responsibility system and strengthen the legal system for production safety. Zhang Dejiang, Vice Premier of the State Council, has repeatedly stressed the need to enhance the sense of responsibility and sense of urgency in coal safety in production, earnestly grasp the special inspection and management of hidden dangers in the 100-day inspection of coal mine production safety, consolidate and develop the achievements made in the two storied battles of gas control and consolidation and closure Great efforts were made to investigate and deal with work safety accidents and violations of law and regulations so as to effectively prevent the occurrence of serious coal mine accidents. In order to unify their thinking and actions with the CPC Central Committee and the State Council on the deployment of their current work safety work, the State Administration of Work Safety has held forums and video-based meetings on a daily basis for a long time to carry out the supervision and inspection on safety production in coal mines step by step. In this issue, the State Security Regulatory Department intensified its policy guidance on coal mine production safety, deepened the investigation and management of potential safety hazards, carried out the work plan of “100-day special inspection of safety inspection” and carried out special reports to coordinate the situation and strengthen public opinion services.
