目的:从区域卫生安全的角度探讨了母婴安全网的构建,并在现有条件下从2003年开始在一县级边境山区做了降低孕产妇死亡率,提升区域母婴安全水平的应用性研究。方法:妇儿工委、卫生局代表政府全面领导母婴安全工程,组建母婴安全专家组并轮流值班随时参与、指导区域内的危重抢救。构建责任、信息、运送三网,形成覆盖全区域内的信息双向传送,运送链达村户,技术等资源由院内整体覆盖全区域的母婴安全网。结果:孕产妇死亡率大幅下降,住院分娩率明显提高,各项指标提前达到课题要求。区域内卫生单位的技术水平和业务收入有了明显增长。结论:母婴安全网作为一个系统模式,是改善和整体提高区域母婴安全的重要举措。区域妇幼卫生步入了良性发展的轨道。群众对医院水平信任增加,对政府感激,对孕产安全有了信心。政府确实实现了关注民生,改善人民健康的目的。医疗单位得到了有效发展。随着经济的快速发展和国家政策的不断实施,母婴安全网的建设和发展必将得到持续加强。
OBJECTIVE: To explore the construction of maternal and child safety nets from the point of view of regional health and safety. Under the current conditions, the maternal and child mortality rate and the applicability of regional maternal and infant safety in the border mountainous areas of a county since 2003 the study. Methods: The Women’s Work Committee and the Health Bureau, on behalf of the government, fully led the mother-infant safety project and set up a maternal and child safety expert group to take turns taking turns attending on duty to guide the critical rescue in the region. Conclusion: The maternal and infant safety net as a systematic mode is an important measure to improve and improve the overall safety of mother and infant in the area. Regional maternal and child health has entered a track of sound development. The masses have gained trust in the hospital level, are grateful to the government and have confidence in the safety of motherhood. The government has indeed achieved the goal of paying attention to people’s livelihood and improving people’s health. Medical units have been effectively developed. With the rapid economic development and continuous implementation of national policies, the construction and development of the maternal and child safety net will surely continue to be strengthened.
