地面数字电视频率规划练习原则及方法探讨

广播科学研究院建立于1958年10月,前身是广播科学研究所,1994年3月更名为广播科学研究院,隶属于国家广播电影电视总局,是国家社会公益类科学研究机构,是中国广播电视的最高研究机构,是国家广电总局制定科技规划和进行重大技术决策的依托机构,是我国广播电视应用技术研究和技术开发的中坚力量和人才培训基地。半个世纪以来,广播科学研究院几代科技工作者为中国的广播电视事业的发展奉献了毕生的精力,取得了丰硕的成果,做出了重大的贡献。我国广播电视从调幅广播到调频广播,从黑白电视到彩色电视,从地面到卫星,从无线到有线,从单向到双向,从单一音视频服务到多媒体数据广播,每一次飞跃都有广播科学研究院付出的努力,每一个脚印都有广播科学研究院的汗水,现在又迎来了从模拟到数字的变革时代。我国模拟电视节目停止的时间表定在2015年,从现在到2015年甚至更长一段时间,模拟电视将与地面数字电视共存。中国地域广大,东西部发展极不平衡,城乡差别极大,在这期间,大部分农村地区还将用模拟手段收听收看广播电视,因此,无线模拟广播电视在广大农村地区还将继续发展,这在一定程度上增加了地面数字广播电视频率规划的难度。根据广播影视“十五”规划的要求,在国家广电总局的统一领导和组织下,从2003年开始,广播科学研究院承担了广电总局数字地面电视广播频率规划项目,组织力量对数字地面电视广播频率规划相关问题进行了深入的研究和探讨,并得到许多有价值的研究成果。本刊第6期与第7期特别组织了《数字地面电视广播频率规划》专题,刊登广播科学研究院研究人员的一些研究成果,希望与广大广播电视科技工作者共享。 Broadcasting Institute of Science and Technology was established in October 1958, the predecessor of the Institute of Broadcasting Science, renamed in March 1994 for the Broadcasting Institute of Science and Technology, under the State Administration of Radio, Film and Television, is a national social sciences research institutes, is China Radio and Television The highest research institutes, is the State Administration of Radio Film and Television Science and technology planning and making major technical decisions based on the body, is China’s radio and television application technology research and technological development of the backbone and personnel training base. The timeline for the cessation of our country’s analogue television shows is set to be 2015, and from now until 2015 or even longer, analogue television will co-exist with terrestrial digital television. In the vast territory of China, the development of eastern and western regions is extremely unbalanced and the difference between urban and rural areas is extremely great. During this period, most rural areas will also use analogue means to listen to and watch radio and television. Therefore, wireless analogue and radio and television will continue to develop in vast rural areas, To a certain extent, it increases the difficulty of frequency planning of terrestrial digital broadcasting. According to the requirements of the Tenth Five-Year Plan of Radio, Film and Television, under the unified leadership and organization of the State Administration of Radio, Film and Television, starting from 2003, the Academy of Broadcasting Research has undertaken the project of frequency planning for digital terrestrial television broadcasting of the SARFT, and organized the efforts on digital terrestrial television broadcasting Frequency planning issues related to in-depth research and discussion, and get many valuable research results. Articles 6 and 7 specially organized the topic of “Digital Terrestrial Television Frequency Planning” and published some research findings of researchers from Broadcast Research Institute, hoping to share with the broad masses of radio and television science and technology workers.
