对于欠发达地区来说,加快经济社会发展存在诸多制约因素。从经济条件上看,欠发达地区税源基础比较薄弱,财政收支矛盾突出,固定资产投入不足;经济增长未能真正走出粗放型增长的方式,产业集群和企业集中度不高,新兴行业、高新技术产业发展滞后。从环境条件上看,社会环境、政务环境、人文环境都存在许多不尽如人意的地方,内部发展动力不足,也妨碍外来投资,发展
For underdeveloped areas, there are many constraints to speeding up economic and social development.
