文章认为，当前我国中西部地区利用外资不应再停留在弥补储蓄缺口和外汇缺口的层次上，而应转向以弥补就业缺口、技术缺口、效率缺口和财政缺口等为主；“发展极”理论不仅能用来解决地区发展优先次序问题，还可以应用到我国中西部地区吸引外资的问题上。通过确立中西部地区产业的“发展极”，将外资引至“发展极”产业，推动其优先增长，在带动效应的作用下，实现整个中西部地区的产业结构调整和全面发展
The article holds that the current utilization of foreign capital in the central and western regions of our country should no longer stay at the level of compensating for the savings gap and the foreign exchange gap.
