目的:为解决药物咨询服务中存在的几个实质性问题提供建设性建议。方法:依据国家的有关法律、法规,研究问题,分析原因,探讨对策。结果:为了依法管药并与国际接轨,一个国家应该只有一种法定的药师职业,有关部门不应再去设置“药学咨询师”等没有法律依据的其他药师职业,将药师资格制度的简单问题复杂化。执业药师或药师无权“荐药”。结论:当前,应该尽快细化《处方药与非处方药流通管理暂行规定》及《医疗机构药事管理暂行规定》的相应内容,并尽早制定我国的《药房法》。
OBJECTIVE: To provide constructive suggestions for addressing several substantive issues in drug counseling services. Methods: According to the relevant laws, regulations and research issues of the state, analyze the reasons and explore countermeasures. Results: In order to administer medicine in accordance with the law and be in line with international standards, a country should have only one statutory pharmacist occupation. Relevant departments should no longer set up other pharmacist professions without legal basis such as “pharmacy consultants.” The pharmacist qualification system Simple problems are complicated. Conclusions: At present, the corresponding contents of the Provisional Regulations on the Circulation of Prescription Drugs and Non-prescription Drugs and the Provisional Regulations on the Administration of Pharmaceuticals in Medical Institutions should be detailed as soon as possible and the Pharmacy Law of our country should be formulated as soon as possible.
