商务部国家发展改革委等部门出台促进战略性新兴产业国际化发展的指导意见根据《国务院关于加快培育和发展战略性新兴产业的决定》,商务部、国家发展改革委、科技部、工业和信息化部、财政部、环境保护部、海关总署、税务总局、质检总局、知识产权局等10部门就促进战略性新兴产业国际化发展提出如下指导意见:(1)突出产业特点,明确发展方向;(2)利用全球创新资源,提升产业创新能力;(3)开拓和利用国际市场,转变贸易发展方式;(4)创新利用外资方式,促进对外投资发展;(5)推动创新基地建设,发挥国际化发展示范带动作用;(6)加大扶持促进力度,完善支撑保障体系;(7)夯实国内市场基础,营造良好发展环境。
According to the “Decision of the State Council on Accelerating the Cultivation and Development of Strategic Emerging Industries”, the Ministry of Commerce, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information, the Ministry of Commerce, the National Development and Reform Commission and other departments promulgated the Guiding Opinion on Promoting the Internationalization of Strategic Emerging Industries.
