港口企业必须用法律的形式培育、规范自己的经营行为,以法律的权威推动和保障企业的改革,这对维护市场经济规则有序的运行,增强企业的竞争能力,促进社会主义市场经济的发展,具有积极的意义。随着社会主义市场经济的蓬勃发展,我们对此逐步取得了共识。 在多年来依法治港的实践中,我们采取了一些行之有效的举措,也初步积累了一些经验: 1、从普法宣传教育入手,普及与提高并举,把培训教育与企业管理紧密结合起来,是依法治港的基础。 2、切实加强领导,建立健全组织,形成工作网络,是依法治港的关键。 3、建章立制,严格管理,狠抓落实,建立激励和约束机制,是依法治港的保证。
