“上有政策,下有对策”是我国行政政策执行过程中一种常见现象,实质是政策在制定与执行过程中,其制定者与执行者进行的一场利益博弈。分析这一现象主要应从两方面展开:上级政策是否科学合理地制定,以及下级对策在执行过程中是否达到政策原有的目标,也即行政决策与行政执行问题。 “There are policies, there are countermeasures ” is a common phenomenon in the implementation of administrative policies in our country, the essence is policy in the formulation and implementation process, its makers and executives of a game of interests. The analysis of this phenomenon should start from two aspects: whether the superior policy is scientifically and rationally formulated and whether the subordinate countermeasures achieve the original goal of the policy during implementation, that is, the issue of administrative decision-making and administrative enforcement.
