新世纪,迎来了我国历史上规模最大、力度最大、难度最大的基础教育课程改革。中共中央、国务院《关于深化教育改革全面推进素质教育的决定》指出:“实施素质教育,必须把德育、智育、体育、美育等有机地统一在教育活动的各个环节中。”缺乏美育的教育是不完全的教育。学校的音乐教育是美育的重要组成部分,它对人的思想道德素质和科学文化素质的提高,开启人类智慧宝库有着其他学科所不可替代的积极作用。前苏联教育家霍姆林斯基指出:“音乐教育不是培养教育音乐家,而首先要培养人。”

The Decision of the CPC Central Committee and the State Council on Deepening Educational Reform and Promoting Quality-oriented Education in an All-round Way states that “in implementing quality education, we must organically integrate moral education, intellectual education, sports and aesthetic education in all aspects of educational activities.” Education is an incomplete education. The music education in schools is an important part of aesthetic education. It has an irreplaceable positive effect on the ideological and moral qualities and the scientific and cultural qualities of human beings, and opening up the human intelligence treasure house. Former Soviet educator Holmrinski pointed out: “Music education is not to educate musicians, but to train people first.”
