对老年妇女和老龄化社会性别维度的关注,是联合国在20世纪召开的四次世界妇女大会一个不断传承与革新的主题。国际社会对该议题的最早涉略可上溯到1975年召开的第一次世界妇女大会。1995年在北京举行的第四次世界妇女大会不啻是一个转折点。历次世界妇女大会通过的行动纲领构成为联合国引领的国际老龄行动与政策不可分割的重要组成部分。迄今为止,大凡涉及性别与老龄议题的各种政府间大会的国际文书,都可以说是建立在四次世界妇女大会的遗产之上的。放眼全球,世界各地有效落实北京《行动纲领》对老人尤其是老年妇女做出的承诺依旧任重而道远。面对汹涌而来的社会性别化的人口老龄化挑战,重访这些全球妇女论坛的不断演进,无疑有助于拓展老龄问题的相关学术研究,也为推动社会性别主流化与老龄主流化的“双赢”提供一些国际视野和政策资源。
Attention to older women and the aging gender dimension is the theme of a continuous heritage and reform of the four World Conferences of Women held by the United Nations in the 20th century. The earliest international deliberations on the issue date back to the first World Conference on Women in 1975. The Fourth World Conference on Women, held in Beijing in 1995, is a turning point. The programs of action adopted by all previous World Womens Conferences constitute an integral and integral part of the international aging action and policy led by the United Nations. To date, most of the international instruments that deal with the various intergovernmental conferences on gender and aging can be said to build on the legacy of the four World Conferences on Women. Taking a global view, the promises made by the Beijing Platform for Action to the elderly, especially older women, are still long way to go in implementing the Beijing Platform for Action. Faced with the surging population aging challenge of gender popularization and the re-visit of these global women’s forums, it undoubtedly helps to expand the related academic research on aging issues and also promote the promotion of gender mainstreaming and aging. “Win-win” provides some international vision and policy resources.
