通过对东北内蒙古国有林区职工家庭1997年、2004年和2008年3年收入的调查数据进行比较分析,发现国有林区职工的收入水平显著提高,收入结构变化明显,但林区收入仍然存在差距,贫困问题仍然比较严重。而这些变化是由国有林区进行加工业改制、产业结构调整从而建立起来新的劳动力要素市场等改革实践所导致的,这些改革也为国有林区职工生活的改善提供了有利条件。认为在国有林区建立全方位的社会保障制度将是确保林区改革成功,改善职工生活水平,使国有林区资源与经济走上可持续发展道路的关键所在,也是今后国家政策扶持的新的重点。
Through the comparative analysis of the survey data about the income of workers and staff in the state-owned forest area in Inner Mongolia in 1997, 2004 and 2008, we found that the income level of the state-owned forest area workers increased significantly and the income structure changed obviously. However, there is still a gap in the forest area income , The problem of poverty is still serious. These changes are caused by the reform practices in the state-owned forest areas such as the restructuring of processing industries and the adjustment of industrial structure so as to establish a new labor factor market. These reforms have also provided favorable conditions for the improvement of the living standards of state-owned forest areas. Considering that the establishment of a comprehensive social security system in state-owned forest areas will be the key to ensuring the success of forest reforms, improving the living standard of workers and ensuring that the resources and economy of state-owned forest areas are on a path of sustainable development, and also a new policy support for the country in the future Focus.
