随着经济发展进入新常态,淘汰落后产能与职业病危害防治工作的力度不断加大,劳动者的素质不断提高,自我防护意识和能力逐步增强,这些为从源头上消除和控制职业病危害提供了新的机遇和条件。同时,职业病危害防治也面临着严峻考验。部分企业对职业病防治责任不清楚甚至清楚了也不落实;相当一部分劳动者自我保护意识不强;历史沉积的职业病危害远期效应逐渐暴露;仍有部分县区没理顺监管职能,监管力量薄弱。
