伴随着向知识密集型经济的转型,日本开始认识到推进产学合作的发展是一项重要的政策性课题。在其认识中,还包含着这样的想法:即通过创设新的企业和新的产业,打破经济低迷状态,创造就业机会,而大学在传统的教育和研究职能之外又被赋予了技术转移这一新的使命。产学合作已经获得了如上所述的社会认同,但其概念本身又存在着多种多样的解释,还有人提出疑问:产学合作应该由政府作主导来加以推进吗?现在,综合科学技术会议、产业结构审议会和科学技术学术审议会都围绕着“产学合作”展开了讨论。本文拟揭示形成产学合作框架时应加以注意的几个基本点。
