Recently, the Ministry of Forestry issued a “Provisional Measures for Closing Hillsides for Afforestation.” The “Measures” require that the closing hillsides to afforest forests must carry out the principle of “taking seals as the main part and sealing up and combining them”. The Measures stipulate that any one of the following conditions can be used for closing hillsides to facilitate afforestation: (1) there is a forested land; (2) there are more than 60 coniferous trees or 90 broadleaf trees with natural abilities per hectare
