从差异论的视角看,开展公民意识教育时,应关注社会成员的个体差异和群体差异,选择适当的内容和方式,有针对性地进行。由于生理、心理、环境等方面的原因,公民在接受公民意识教育时表现出的个体差异和群体差异值得重视,可以根据群体差异进行不同内容的公民意识教育;根据心理差异开展不同形式的公民意识教育;根据接受差异实施不同层次的公民意识教育。
