The use of biological weapons to engage in terrorist activities is an unavoidable fact. By the end of 2001, anthrax caused 5 deaths in the United States. Japan’s Aum Shinrikyu uses sarin gas in the Tokyo subway. After the “9.11 Incident,” terrorists have repeatedly threatened to use various organisms or chemical reagents, found in England, the ricin virus, indicating that the threat does exist. These conditions have prompted Governments to heighten their vigilance. Since September 2002, France has set up a special operations organization that has formulated a BIOTOX intervention plan to deal with biological attacks, a PIRATOX program to guard against chemical threats and a PIRATOM plan to address radiological and nuclear threats.
