国有企业企业家激励制度的建立依赖于企业所有权的有效安排,适当的所有权安排会对参与企业契约缔结的各产权主体产生激励效应。新国有资产监管体制下,国有企业企业家激励制度的建立需要从三方面入手:在国有企业积极推行业绩考核办法的同时,加大监管力度,规范企业及企业家的行为;在国资委和企业之间合理划分企业控制权;给予退位的企业家一定的人才资本产权后续补偿。
The establishment of the incentive system for state-owned enterprises depends on the effective arrangement of the ownership of enterprises. Appropriate ownership arrangements can have an incentive effect on all the subjects of property rights that have been concluded upon participation in the enterprise contracts. Under the new state-owned assets supervision system, the establishment of state-owned enterprise entrepreneurial incentive system needs to start with three aspects: while actively implementing the performance evaluation methods by state-owned enterprises, we should step up supervision and regulate the behavior of enterprises and entrepreneurs; A reasonable division of control of the enterprise; to give abdication of entrepreneurs certain compensation for human capital property rights.
