2002年1月起,河北省财政对保护价玉米老库存在给予一次性价差补贴后,不再给予利费补贴,河北省玉米全面退出保护价收购范围。玉米退出保护价收购,实行市场化经营,增大了粮食购销企业经营风险和农发行贷款风险。如何有效防范和化解这两方面风险,是一个迫切需要解决的问题,为此笔者对内邱县粮食企业进行了调研。
Since January 2002, Hebei Province, after giving one-off spread subsidies to the old corn of protection price corn, will no longer subsidize levies. How to effectively prevent and resolve these two risks is an urgent problem to be solved. To this end, I conducted a survey on food enterprises in Neiqiu County.
