1998年1月,财政部社会保障司通过试行政府采购办法,为中央级在京的11家卫生医疗单位购置了35台锅炉,节约资金近半数。虽然这仅是我国推行政府采购进程中的一个小事例,却足以显示出我国政府正在以最大的单一消费者身份走向市场,公共财政支出管理正悄然发生一场重大的变革。实际上西方国家实行政府采购制度已有200多年的历史,目前全世界政府采购已占到世界生产总值的15%左右。政府采购制度不仅有利于规避以往分散采购常有的腐败现象,促进廉政建设,而且通过政府消费的市场化,可以推动我国政府采购与国际惯例接轨。面对我国加入WTO的日期临近,中央及各地政府采购进展状况如何?全面推动还存在哪些障碍?如何使之健康有序地发展?请听听有关政府官员、学者及企业负责人的看法。
In January 1998, the Social Security Department of the Ministry of Finance purchased 35 boilers for 11 health-care units at the central level in Beijing through pilot government procurement measures, saving nearly half of the funds. Although this is only a small case in the process of promoting government procurement in our country, it is enough to show that our government is going to the market as the largest single consumer. There is a quiet change in public expenditure management. In fact, the government procurement system in western countries has a history of over 200 years. At present, the world government procurement accounts for about 15% of the world’s GDP. The government procurement system is not only conducive to circumvent the usual corruption in the decentralized procurement, promote the building of an honest and clean government, but also through the marketization of government spending, can promote China’s government procurement and international practice. Faced with the approaching date of China’s accession to the WTO, what are the state of procurement progress by the central government and local governments? What impediments are there to push forward the overall development? How to make it develop healthily and orderly?
