2006年是中国首次举办的“俄罗斯年”,这是全面发展两国关系的一次具有重要意义的活动, 为促进中俄两国经贸业务的深入开展揭开了新篇章。俄罗斯与我省山水相依,口岸相联,相互往来历史悠久,作为黑龙江省最大的对外经贸合作伙伴,在黑龙江经济发展中占有重要地位;许多国内外经贸合作伙伴也将黑龙江省的对俄经贸合作视为特色,为我省老工业基地的振兴和经济发展带来了许多潜在的机遇和优势。我省刚刚进入“十一五”规划的发展初期,在“俄罗斯年”之初认清中俄经贸合作的形势和发展机遇,加强对俄罗斯国情的研究,真正搞清楚中俄“两个市场”、“两种资源”优势互补的具体内容,有的放矢的深入开展对俄经贸合作,对于我省的经济振兴和发展是十分有益的。

As one of the largest foreign trade and economic cooperation partners in Heilongjiang Province, Russia occupies an important position in the economic development of Heilongjiang. Many economic and trade partners at home and abroad have also linked Heilongjiang’s trade and economic cooperation with Russia As a feature for the revitalization of our province’s old industrial base and economic development has brought many potential opportunities and advantages. At the beginning of the “Eleventh Five-Year Plan”, our province just recognized the situation and development opportunities for the economic and trade cooperation between China and Russia at the beginning of “Year of Russia”, strengthened the study on the national conditions of Russia and truly clarified the “two markets” , “Two kinds of resources,” complement each other’s specific contents, and carry out targeted economic and trade cooperation with Russia, which is very beneficial to the economic rejuvenation and development of our province.
