当前,我省农业和农村经济发展很快,各地正在推进农村经济结构的战略性调整,大力发展效益农业,广大农民迫切要求提供各种经济、技术、信息服务和联合起来进入市场。这对各级供销合作社的管理体制、经营机制、服务领域和服务体系提出了新的要求。为适应新的形势和要求,必须进一步深化供销合作社改革,大力推进体制创新。为此,现提出如下意见,请各地、各部门结合实际,认真贯彻执行。
At present, the province’s agriculture and rural economy have developed rapidly. Various localities are advancing the strategic adjustment of the rural economic structure and vigorously developing efficient agriculture. The vast number of peasants urgently require various economic, technical, and information services to join the market. This puts forward new requirements for the management systems, operating mechanisms, service areas, and service systems of supply and marketing cooperatives at all levels. In order to adapt to the new situation and requirements, we must further deepen the reform of supply and marketing cooperatives and vigorously promote institutional innovation. To this end, we now put forward the following opinions, and ask all localities and departments to implement it in a practical and conscientious manner.
