当社会保险运行体制基本确立,社会保险费收缴与支付在法制化的轨道中规范运作,社会保险基金的保值增值便浮出水而。当我们积累了一定规樽的保险基金,如何使社会保险基金增值便不可回避。人口老龄化与社会保险有着十分密切的关系。按雕联合国的标准,65岁以上人口占总人口7%以上的国家为“老年型”国家。我国在本世纪末将进入“老年型”国家行列。随着人口老龄化的日益加剧,养老、医疗费用不断增加,社会保险事业将承受沉重的压力可以预见未来的形势是严峻的。社会保险基金运营机构如果不能发挥自己的聪明才智使社会保险基金保持较快增长,将来就有可能出现保险金支付难以为继的局面,由此带来的经济和社会后果将是严重的。因此,社会保险基金运营机构肩负的社会责任是重大的。它不应只是基金的守护者,更应该是经营者;它的使命不仅仅是防止基金流失,实现基金保值,更重要的是使基金增值,最大限度地增值。
When the operation system of social insurance is basically established and the collection and payment of social insurance premiums are standardized and operated on the track of legalization, the value of social insurance funds will rise and fall. When we have accumulated a certain amount of insurance funds, how to make the social insurance funds can not be avoided. The aging population is closely related to social insurance. According to the United Nations standards for carving, countries over the age of 65 account for more than 7% of the total population as “elderly” countries. At the end of this century, our country will enter the ranks of the “elderly-typed” countries. With the increasing aging of the population, the pension and medical expenses will continue to increase, and the social insurance undertaking will be under heavy pressure. Therefore, the situation in the future will be harsh. If the social insurance fund operating agencies can not make use of their ingenuity to maintain rapid growth of social insurance funds, there will be unsustainable insurance payments in the future. The economic and social consequences will be serious. Therefore, the social responsibility of social insurance fund operators is significant. It should not just be the guardian of the fund, it should be the operator. Its mission is not only to prevent the loss of funds and to preserve the value of the fund, but more importantly, to maximize the value of the fund by adding value.
