反窃电难,难在缺乏法律的有效支持,这已成为电网经营企业管理者的共识。本刊第6期刊发的《反窃电攻防》一文中,也曾提出:地方立法是解决目前反窃电难的一条有效径途。为进一步研讨反窃电地方立法的可操作性,满足广大读者的需要,本刊特选登云南、江西等省的反窃电地方立法实践经验,供各地学习、借鉴,并希望使之更完善、更有效,切实发挥惩治窃电行为、维护市场秩序的作用。
