通过对欧盟海关同盟、海关法律制度及其演进的研究文献的概括归纳,以及对欧盟海关法律制度的现代化与改革进行梳理分析,对中欧的关税制度、便利通关制度、自由区与转运制度、保税加工制度和知识产权边境保护制度等专项制度类文献进行进行总结提炼,认为国内外对欧盟海关法律的研究存在的较大差距。我国只有进一步深入研究欧盟海关法,才能理解和运用欧式的海关法律语言、思维与范式,才能借鉴与利用欧盟海关制度,与欧盟发展互利共赢的经贸与外交关系。
Through the generalization and summarization of the research literature of the EU customs union, the customs legal system and its evolution, and the modernization and reform of the EU customs law system, it analyzes the customs system, convenience customs clearance system, free zone and transshipment system in the EU, Processing system and the system of intellectual property protection of the border system of special documents such as classics to summarize and refine, that the study of the EU customs law at home and abroad there is a big gap. Only when we study the EU Customs Law further, can we understand and apply the European Customs legal language, thinking and paradigm in order to learn from the EU customs system and develop mutually beneficial and win-win economic, trade and diplomatic relations with the EU.
