人力资本不是指企业中的所有人,主要是指企业中的企业家和技术创新者,我们把这两种人称之为人力资本。所有人力资本和人力资源以及人才不是同一个概念。我们之所以谈人力资本这个问题,是因为这个问题虽然经济学界研究得很早,但近十年来,人力资本不仅仅是理论范畴,已经作为一种制度安排进入现实经济运行过程之中。因此,在未来的中国企业改革中,我们要思考和看到这个动向。
Human capital does not refer to all people in the enterprise, mainly refers to the entrepreneurs in the enterprise and technological innovators, we call these two kinds of people as human capital. All human capital and human resources and talent are not the same concept. The reason why we talk about human capital is that although the problem of economics has been studied very early in this field, human capital has not only been a theoretical category in the recent decade, but has entered the process of actual economic operation as an institutional arrangement. Therefore, in the future reform of Chinese enterprises, we must think and see this trend.
