Since the Third Plenary Session of the 18th CPC Central Committee put forward the principle of setting up the secondary market of leasing, transferring and mortgaging collectively-owned construction land, the theoretical circles and the relevant ministries and commissions have made every effort to establish a market for the unified construction of land in urban and rural areas and the secondary market for collective construction land. However, there are still some differences in the arrangements between the supporting system and the reform process. As a result, specific plans to promote this reform have not yet been promulgated.
