近年来有关“世界经济重心转移”成了全世界经济学家、新闻记者和企业家热烈谈论的话题。欧洲人看到亚洲太平洋地区的经济增长和科技发展,便发出“欧洲的衰落”和“太平洋的挑战”一类的警告。他们认为大西洋地区已趋衰落,欧洲中心主义的国际关系格局将为另一种政治力量所代替,太平洋地区将成为世界政治经济中心。美国人则断言:“太平洋地区在二十一世纪将发展成为支配世界经济的地区”,“人类的命运决定于太平洋”。日本朝野人士八十年代以来都在推进“环太平洋经济合作”的构想。
In recent years, the topic of “shifting the focus of the world economy” has been a topic of heated discussion among economists, journalists and entrepreneurs all over the world. When Europeans see the economic growth and technological development in the Asia-Pacific region, they warn of the “decline of Europe” and the “challenge of the Pacific.” They think that the Atlantic region is on the wane, that the Euro-centric international relations will be replaced by another kind of political power and that the Pacific will become the world’s political and economic center. Americans assert that “the Pacific will develop into a region that dominates the world economy in the 21st century.” “The destiny of mankind depends on the Pacific.” Japan’s ruling and opposition parties have been promoting the concept of “Pacific Rim Economic Cooperation” since the 1980s.
