中共沈阳市委党校哲学教研室与沈阳市劳动和社会保障局职业技能开发处,于2003年7月对沈阳市多个大型企业作了技能型人才状况的调研,经多方收集信息研究分析后撰此文。一、沈阳重新“工业立市”面对技工结构不合理的尴尬沈阳重新“工业立市”是作为全国唯一的先进装备制造业基地,它与计划经济条件下由国家扶持的老工业基地并非同义。此时工厂里运转的是高技术含量的生产设备,因而它的操作者必须是高素质的技术工人。调研中我们发现,沈阳国有大企业的技术力量还是比较雄厚的。黎明发动机集团、机床一厂、沈阳飞机制造公司的高级技工比例分别是19%、12%、14%。而从沈阳市技工的整体水平看,可以说其素质还不能满足先进装备制造业的需求。老技工技术过时,满足现代化生产的能工巧匠比较少,这将是制约我市“工业立市”的瓶颈。

During the survey, we found that the technical strength of state-owned large enterprises in Shenyang is still relatively strong. Liming Engine Group, a machine tool factory, Shenyang Aircraft Manufacturing Company’s senior technicians were 19%, 12%, 14%. From the overall level of mechanics in Shenyang City, it can be said that its quality can not meet the needs of advanced equipment manufacturing industry. Old technicians outdated technology to meet the modern production of less skilled craftsmen, which will restrict the city “industrial market ” bottleneck.
