尧舜时期,黄河流域经常发生水灾,洪水冲塌了房屋,淹没了庄稼,夺取了生命。尧派鲧去治水。鲧用堵的方法,造堤修坝,水来土挡。结果猛涨的洪水冲塌了堤防,水灾闹得更凶,最终以失败而告终。后又派禹去治水。大禹吸取了其父的教训,采用修河道通水流排水的办法,后经十年时间三过家门而不入,终于治水成功,而被人民拥戴为帝。
