比较不同领域的治理有助于理解治理的内涵。医院治理涉及医院高层结构内决策方式和过程的制衡机制。分析英国、法国和荷兰的实践发现,变动中的公立医院治理形态揭示出旨在寻求公平、效率和回应三个维度的均衡,而治理改革的整体化方案和清晰的路线图尚未形成。究其原因,医院的固有特性决定了医院治理及其相应立法将体现出企业式的自主目标和公共卫生政策工具的双重特性。在医疗领域,法律的治理框架同组织任务、财务及其功能具有内在的关联性,受一国社会保障体系、国家卫生政策及区域社会政策的影响。
Comparing different areas of governance helps to understand the meaning of governance. Hospital governance involves the check-and-balance mechanism of decision-making methods and processes in the hospital’s high-rise structure. An analysis of the practices in the United Kingdom, France and the Netherlands found that the changing state of public hospital governance reveals a balance between the three dimensions of seeking equity, efficiency and responsiveness while a holistic approach to governance reform and a clear roadmap have yet to take shape. The reason, the inherent characteristics of the hospital determines the hospital governance and its corresponding legislation will reflect the dual goals of enterprise-based self-determination and public health policy tools. In the medical field, the legal governance framework is intrinsically linked to organizational tasks, finances and their functions and is influenced by a country’s social security system, national health policy and regional social policy.
