一、档案的定义与功用(一)定义.狭义的:完成公文处理手续,依照档案管理程序归档管理,可供查调应用之公私文件及其附件,此乃属于机关团体之档案.以发挥行政功用,提高行政效率,保障合法权益,杜绝不法流弊为要旨.而以完成公文处理手续为要件,明确划分公文与档案的界限,旨在禁止承办人员签收公文不处理而先归档,影响行政效率.公文办毕即为档案,承办人员不得借故积压;自行保管或销毁,以维护档案的完整.广义的:具有档案功用,未经公文处理手续,而有合法机关团体及其重要关系人物证明,并经鉴定或核定其为原始文物与实况录像、录音及原案之微缩影底片等,完成档案管理程序,可供查调应用者,概括于国家档案范围之中,则偏重于史料之价值,提供编修国史
