The unbalanced development of urban and rural areas and the uneven regional development have always been the major factors restricting the reform of China’s education system. At the end of the 20th century, our country basically achieved the goal of nine-year compulsory education and guaranteed the majority of children the right to be compulsory education. However, the current unbalanced development of compulsory education in rural areas severely restricts the sustainable development of China’s education. In view of the current unbalanced development of compulsory education in rural areas, the author believes that the necessary measures should be taken to narrow the educational gap between regions, such as a county, a region or a province, especially
