现有法官考评制度存在较多弊端及若干改革误区。为实现考评制度之功能,应确立科学的价值目标:客观公平;促进司法公正,提高法院公信度;不干扰法官独立,提高裁判能力;适度提高效率;符合司法规律。
There are more defects and some mistakes in the reform of the existing judges’ evaluation system. In order to realize the function of appraisal system, objective of scientific value should be established: objective and fair; to promote judicial fairness and improve the court’s credibility; to not interfere with the independence of judges and improve the ability of judges; to moderately improve efficiency; and to comply with the law of justice.
