上海变压器厂在进一步整顿企业中创建优质工作科室的经验说明:要把企业整顿好,领导是首要关键。这个厂经过调整整顿,领导班子符合“四化”要求,有强烈的治乱求新的雄心壮志,有脚踏实地的领导作风。他们以身作则,严格教育中层干部,认真选拔一批实干家充实中层骨干,使中层干部能在创建优质工作科室中起带头作用。他们制订出明确的工厂总目标和合乎实际的工作方针,用创新精神,摸索出一套贯彻责任制的新工作方法。虽然有些具体工作方法方式(如科室工作中的PQC考核办法),还有待于探讨、总结和完善,但整顿改革的方向是正确的,值得各个企业的同志,特别是领导同志学习和借鉴。
The experience of Shanghai Transformer Factory in creating a high-quality work department in further reorganizing enterprises shows that leading enterprises is the key to rectifying enterprises well. After adjustment and rectification of this factory, the leadership team conforms to the requirements of the “four modernizations”, has a strong ambition of pursuing new chaos, and has a down-to-earth leadership style. They lead by example, strictly educate middle-level cadres, conscientiously select a group of hard-working cadres to enrich the middle-level cadres so that middle-level cadres can take the lead in creating quality work programs. They formulated a clear general goal of the factory and a realistic working guideline, and with innovative spirit, worked out a set of new working methods for carrying out the responsibility system. Although some specific methods of work (such as PQC examination methods in department work) are yet to be explored, summarized and improved, the direction of reorganization and reform is correct and it is worth learning from the comrades of all enterprises, especially leading comrades.
