目的 :调研湖北省乡镇卫生院人事与分配制度改革进展 ,以总结经验并试图提出有效的改革参考模式。方法 :设计调查表 ,采取集中调查、抽样调查、现场调查等多种方式 ,调查乡镇卫生院院长及业务骨干。结果 :被调查的 15 2家乡镇卫生院中 90 %在人事与分配制度上进行了多种改革探索 ,虽有利有弊 ,但对维持乡镇卫生院的生存 ,促进其发展有积极意义。结论 :必须进一步深化乡镇卫生院的人事与分配制度的改革。笔者为此作了一些探索。
OBJECTIVE: To investigate the progress of the reform in the personnel and distribution system of township hospitals in Hubei Province, summarize the experience and try to put forward an effective reference model for the reform. Methods: To design a questionnaire, take centralized investigation, sample survey, field investigation and other means to investigate the director of the township hospitals and business backbone. Results: 90% of the 152 township hospitals surveyed carried out various reforms in the personnel and distribution system. Although there are both pros and cons, it is of positive significance to maintain the survival of township hospitals and promote their development. Conclusion: It is necessary to further deepen the reform of personnel and distribution system in township health centers. I made some exploration for this purpose.
