高职院校二级管理的基本逻辑是一级管理责权过于集中,很难适应规模扩大后管理的需要,解决办法是管理中心下移,将职责、权力下放到系部,在调动系部积极性的同时配套形成监督和内部约束机制,构建院系二级管理体制。本文在论述了高职院校进行二级管理改革基本逻辑及改革动力分析的基础上,系统阐述了高职院校构建二级管理的方法和具体做法。
The basic logic of the second-level management in higher vocational colleges is that the first-level management responsibility is too concentrated and it is difficult to adapt to the needs of the enlarged-scale management. Based on the analysis of the basic logic of second-level management reform and reforming motivation in higher vocational colleges, this paper expounds systematically the methods and practices of establishing second-level management in higher vocational colleges.
