“畅通工程”,顾名思义,就是指使行驶在道路上的车辆有序畅通的工程。这里说的车辆,是指一切行驶在道路上的车辆,当然也包括军车在内。虽说军车有其特殊性,但在遵守交通法规、保持交通有序畅通方面却不能特殊。 创建“平安大道”,实施“畅通工程”,是公安部、建设部根据我国的道路现状,为有效提高交通管理水平,缓解城市交通堵塞,提高道路通行能力,压事故,保畅通, “Unimpeded work”, as the name implies, refers to an orderly and smooth project for vehicles on the road.
