医院绩效评价是加强医院管理和促进医院提高服务能力、运营效率的重要手段。为客观评价军队医院的绩效水平,本研究基于医疗岗位绩效考核平台数据资源构建医院的绩效评价模型,通过系统分析军队医院绩效考核特点与基础条件,结合文献调研、专家咨询与层次分析法设计评价指标体系,并引入综合评价方法进行对比。本研究构建的评价模型包括业务服务量、质量安全、服务效率、卫勤保障和持续发展等5个维度,下设21个二级指标、40个三级指标;拟通过差异化权重设置体现不同等级、不同类型医院的考核重点。该评价模型涵盖医院业务工作内容较为全面,数据来源可靠,可操作性较强,但卫勤保障、满意度及科学研究相关指标的统计口径、量化标准、积分方法等尚需进一步论证。
Hospital performance evaluation is to strengthen the hospital management and promote the hospital an important means to improve service capabilities, operational efficiency. In order to objectively evaluate the performance level of the military hospital, this study builds a hospital performance evaluation model based on the medical position performance evaluation platform data resources. By systematically analyzing the characteristics and basic conditions of the performance evaluation of the military hospital, combining with the literature research, expert consultation and AHP Index system, and introduce a comprehensive evaluation method for comparison. The evaluation model constructed in this study includes five dimensions: business service volume, quality and safety, service efficiency, medical service support and sustainable development. There are 21 second-level indicators and 40 third-level indicators. It is proposed to differentiate by different weights Level, different types of hospital assessment focus. The evaluation model covers more comprehensive work of hospital operations, reliable data sources and strong operability. However, the statistical standards of medical support, satisfaction, and scientific research related indicators, quantitative criteria, and integral methods need to be further demonstrated.
