十七大报告为未来行政管理体制改革指明了方向,其中提出要探索实行职能有机统一的大部门体制,这为地方政府管理创新提供了一定的制度空间和新的机遇。本文对浙江省富阳市推行的专委会制度进行了详细的考察分析,从缘起、特点、运作机理及效应入手,分析评估了这一类似于大部制的政府管理机制的创新成果,总结和归纳了它对于地方政府管理创新的借鉴和启示意义。
