“我们不是‘东～西’。”山西人自嘲地说:“既不属于东部,也不属于西部。”不仅是山西人这么说,河南、安徽、湖南、湖北、江西的人都经常带着这种酸溜溜的口气嘲讽自己,他们羡慕“西部大开发”的优惠政策,向往“沿海经济开发区”经济繁荣,自怨自艾“生不逢地”。位居中国版图中心的中部六省并没有翩翩起舞于中国经济的中央舞台。在长期以来的制度和政策框架下,中部六省的经济发展速度与水平就如同一位不卑不亢的慢跑运动员的运动轨迹一般,记录下了一条低速爬坡的中部发展曲线。不过,现在他们可以把“东西”“扔掉”了。2004年3月,温家宝总理在政府工作报告中,首次明确提出促进中部地区崛起,引起中部省份极大关注;2004年12月,中央经济工作会议再次提到促进中部地区崛起;2005年3月,温家宝总理在政府工作报告中再次提出:抓紧研究制定促进中部地区崛起的规划和措施,充分发挥中部地区的区位优势和综合经济优势,加强现代农业特别是粮食主产区建设;加强综合交通运输体系和能源、重要原材料基地建设;加快发展有竞争力的制造业和高新技术产业;开拓中部地区大市场,发展大流通。2006年2月15日国务院总理温家宝主持召开国务院常务会议,研究促进中部地区崛起问题,部署行政监察工作。2006年1月19日全国商务工作会议上,薄熙来部长为今年的工作勾画出一个轮廓分明的框架,推出“万商西进”、“品牌万里行”、“双百工程”、“东桑西移”等一系列新举措。没有中部地区的发展,就不能真正实现地区协调和城乡协调发展,就不能全面落实科学发展观,也就不能建成和谐社会。正所谓“中原定,天下安”。这一切,似乎预示着中部崛起的春天已经到来,为此,我们尝试着提供这样一个平台,展示中部六省的丰姿,让大家更多的了解中部、支持中部建设!
