规划发展一词过去多用于社会进步,经济发展较高层次的战略决策。现在讲规划发展的意义更为广泛,不仅涉及到国家、地区、各部门,且每个单位在科学管理中越来越显现出它的实践意义。例如:《中共中央、国务院关于卫生改革与发展的决定》,《2000年人人享有卫生保健》,《区域卫生发展规划》,《全国心脑血管病社区人群防治1996～2010年规划》等等,这些卫生宏观发展规划为我国卫生事业健康、协调、可持续发展提出了具体的战略目标。笔者结合单位工作实际,通过浅析规划发展在卫生防疫站管理中的意义、基本内容,重点把握特征等,认为规划发展是现代卫生防疫站可持续协调发展的基石,是科学管理的基本技法之一。
The term “planning and development” was used in the past for social progress and strategic decision-making at a higher level of economic development. Now that the significance of planning and development is more extensive, not only involves the country, region, and various departments, but each unit has increasingly demonstrated its practical significance in scientific management. For example: “Decision of the Central Committee of the Communist Party of China and the State Council on Health Reform and Development”, “Everyone Enjoys Health Care in 2000”, “Regional Health Development Plan”, “National Plan for Prevention and Treatment of Cardiovascular and Cerebrovascular Disease Community Population from 1996 to 2010”, etc. These macro health development plans put forward specific strategic goals for the health, coordination, and sustainable development of China’s health industry. Combining the practical work of the unit, the author analyzes the significance, basic content, and key features of planning and development in the management of health and epidemic prevention stations, and considers that planning and development are the cornerstones for sustainable and coordinated development of modern health and epidemic prevention stations, and they are the basic techniques for scientific management. one.
