全过程造价管理是从项目可行性研究开始,经方案必选、初步设计、施工图设计、发承包、组织施工、竣工验收直至项目试运行投产,实行全项目周期的造价管理和控制。天然气长输管道建设项目为涉及公众安全的基础性能源投资项目,涉及专业较多,建设周期较长,投资控制工作难度较大。本文中,笔者从建设单位造价管理人员角度介绍了天然气长输管道建设项目在项目决策阶段、设计阶段、发承包阶段、施工阶段全过程造价管理经验。
The whole process of cost management is from the feasibility study of the project, the program must be selected, the initial design, construction drawing design, contracting, organization and construction, completion and acceptance until the trial operation of the project put into operation, the implementation of the whole project cycle cost management and control. The long-distance natural gas pipeline construction project is a basic energy investment project involving public safety, involving more professions, longer construction period and more difficult investment control. In this paper, the author introduces the cost management experience of the construction project of natural gas long-distance pipeline in project decision-making stage, design stage, contract-issuing stage and construction stage from the perspective of construction cost manager.
