近几年来,我省公共图书馆界从研究图书馆事业的发展趋势认识到,当前我国图书馆的发展趋势是由传统型向现代型转变。要促进这一转变,就必须在今天传统型图书馆中,不断增加现代型图书馆的因素,由量变到质变,最后成为完备的现代型的图书馆。开放服务是现代型图书馆的重要特征和标志,又是图书馆由传统型向现代型转变的基本途径,还是推动图书馆事业发展的根本措施。这就是我省公共图书馆开展服务工作的理论根据。在这个理论的指导下,又抓了佳木斯市图书馆以开放服务为主要突破口的改革试点工作。上海《图书馆杂志》副主编黄恩祝同志撰文评论,佳木斯市图书馆的改革取得了“‘牵一发而动全身’的整体性深度改革效应的成果。”“是近几年来我国图书馆界改革的一大创举。”该馆的成功经验,就成了我省公共图书馆推行开放服务的模式。
