The article defines a utility-based Malmquist index based on the distance function, and decomposes it into multiple indicators such as technical efficiency, technological progress, configuration efficiency and exogenous system effect. The index adopts “expected utility maximum ” instead of The optimal principle of “expected output” looks for the optimal decision unit. The index is suitable for oligopolistic industries or social public goods industries that need to be comprehensively considered for economic benefits and social impact. Finally, the empirical analysis of Chinese thermal power listed companies from 2006 to 2007 shows that the utility Malmquist index is more objective and economic explanation more clearly than the input Malmquist index.
