1993年,我们紧紧围绕经济建设深入实际,广泛开展调查研究,积极撰写调查材料,为领导决策和政府工作提供了智力服务.我们的主要做法是:一、开展政务信息调研,提高为决策服务的力度.政府工作的重点在时间和空间上都是不断变化的,因而我们把调查研究的着眼点放在了政府各个阶段的中心工作上.1992年以来,我县二轻局将三分之二的机关干部派到下属企业挂职或联系企业.我们获知这一信息后,深入到该局所属企业进行了专题调查.该局实行的三个三分之一制度,即:三分之一时间在机关处理日常事务,三分之一时间在企业蹲点帮助工作,三分之一时间跑面协调企业之间矛盾.在改革大潮中组织干部“下海”,既服务了企业,又锻炼了干部.我们以此写成了《服务企业,锻炼干部》的调查报告,县委、人大、县政府的有关领导非常赞赏,并要求在全县总结推广.调查报告也被《四川人事》杂志刊用.
