The Cabinet of Ministers recently approved a package of additional budgets. One of them is to increase the number of redundant engineers in private companies abroad so as to ease all aspects of pressure and speed up the transfer of technology. The Ministry of Trade and Industry started to send technicians overseas from 1979 to 170 people each year. Since funding has always been borne by the government, the number of dispatches is limited. Under the new plan, 25% of the funds required for the dispatch of technical personnel are provided by the employing department of the other party, while the Japanese-owned company and the government each assume 37.5%.
