The First—class Disciplines Construction in the Perspective of Supply—side Reform

  Abstract: The importance of first-class disciplines, which is the core and foundation of first-class universities, whose number is an important symbol of a country's "soft power", is self-evident. It is an indisputable fact that the first-class disciplines are less in quantity and low in proportion in our country. Promoting the first-class discipline construction and narrowing the gap in quantity and proportion, can not be confined to the traditional thinking and reform repertoire but must have new energy, new perspective and new ideas. It has important theoretical value and practical significance to explore problems and countermeasures of the "supply-side" reform in first-class disciplines construction because that can not only provide new energy and new horizons for the first-class disciplines construction, but also seek a new balance of supply and demand imbalance. The "supply-side" of first-class disciplines construction in china is a network supply chain which is composed of the elements such as supply bodies, supply chains and supply relation chains and so on; supply bodies are the first-class discipline construction subjects, including the governments, universities and societies; supply chains are the resources input channels and products output channels of the first-class disciplines construction, which are composed of governments’ policy chain, universities’ service chain and societies’ support chain. At present, there are some prominent problems in the supply chain of the first-class disciplines construction in China, which make the first-class disciplines construction not meet the strategic needs of the country and the expectations and practical standards of the demand side. Problems are hidden and not easy to find because the policy chain and support chain do not align with the market; However, the service chain is different, whose one end is attached to the policy chain and support chain, the other with the market, and whether its products can meet the first-class disciplines standard will be able to get the answer through the "demand side"; each supply bodies and supply chains has complementary function in the internal supply chain, but it works only when other bodies and supply chains are in failure. In view of this, it will help to promote the first-class disciplines construction and development of colleges and universities by carrying out deep reforms in the policy chain, service chain, support chain and the main relationship chain.   The study found that there are some prominent problems in internal supply chain of first-class discipline constructions in china, which is reflected in inaccurate policy and information provided by the government, no scientific and reasonable top-level design, unclear roles and responsibilities among levels of government and inadequate replacement others with policy chains in governments’ policy chain; the investment, production and output of the first-class disciplines construction in universities’ service chain; in the weak consciousness on the part of entities, the deficiency in supply responsibility, the immature social evaluation mechanism, no enthusiasm for donation and no feedback in societies’ support chain; the imbalance among bodies, no co-construction mechanism, the inequality in status and the unfair resources distribution in the relation chain of various entities. Aiming at the prominent supply chain problems of the first-class disciplines construction, reforms are suggested for the first-class discipline constructions in governments’ policy chain through defining government functions, establishing the idea of decentralization and shared governance, stressing the policy implementation inspection and building first-class discipline dynamic adjustment mechanism; in universities’ service chain through making the top-level reform design, adjusting the disciplinary structure, promoting the school-running quality and perfecting the internal governance; in societies’ support chain through giving full play to the suggestion, the action, the opening promotion and the supervision; in the relation chain through defining reasonably the relations, borders and the duties scope among bodies in the legal level.
