本文提出了一种通过计算县域社会经济发展的综合指标的变化率来间接地测度县级领导行为有效性的方法。采取面向输出的数据包络分析(DEA)模型来计算综合指标,在考察单元的综合指标相对进步率时,为了克服环境的差异对单元绩效产出的影响,本文利用二次相对效益法来计算跨年度综合得分的相对进步率,以此作为评价该地区领导有效性的客观指标。并通过对黑龙江省66个县(市)进行了领导有效性的实例测算,以检验本文提出的测度方法的有效性。
This paper presents a method to indirectly measure the effectiveness of leadership behavior at county level by calculating the rate of change of comprehensive indicators of socio-economic development in the county. In order to overcome the impact of environmental differences on the performance of unit performance, this paper uses the second-order relative benefit method to calculate the comprehensive index when using the DEA model to calculate the comprehensive index. When examining the relative improvement rate of the comprehensive index of the unit, The relative progress rate of cross-annual composite scores as an objective indicator of the effectiveness of leadership in the region. Through the example of leadership effectiveness in 66 counties (cities) in Heilongjiang Province, this paper tests the validity of the measurement method proposed in this paper.
